Bringing Budget Certainty to Texas Cities

Authorized when the Texas Legislature took action to deregulate the state’s electricity market in 2001, Texas Coalition for Affordable Power (TCAP), formerly the Cities Aggregation Power Project (CAPP), is a unique alliance formed to enable member municipalities to purchase electric power for their own needs at rates lower than they could not obtain individually.

TCAP membership is open to all Texas cities (and other political subdivisions such as water districts) that purchase electricity in the deregulated market. Members are able to create better, more fiscally responsible budgets because of the stable and predictable energy costs available to TCAP members. Taxpayers benefit because TCAP member cities do not have to reduce services or pass on higher energy costs through higher taxes when electricity prices experience volatility and spiking because of fluctuating market prices.

TCAP is run entirely by its members. The voluntary 15-person TCAP Board of Directors is made up of city officials and executives who meet once a month.

TCAP members enjoy a wide array of services that include professional consultant advice on electric load management and billing issues and access to legal counsel regarding electric utilities.
