For twenty five years, TCAP has helped Texas public entities navigate one of the most complex electricity markets in the country. Since deregulation in 2001, cities, counties, districts, and other governmental organizations have relied on TCAP to bring transparency, discipline, and collective buying power to their electricity procurement. What began as a coalition of forward thinking local leaders has grown into a statewide network of members working together to secure better contracts and protect public dollars.
