Effective this Monday, Texas Railroad Commission rules will require excavators who strike a pipeline while digging to notify the pipeline operator by calling the 811-notification center within an hour.
Immediately would be better, of course, but the new time limit is one hour. If any natural gas or hazardous liquid is released when the pipeline is struck – which is probably going to happen here – the excavator also must call 911 (which also makes sense).
