Rep. Jim Keffer, a Granbury Republican, is doing his best to keep the Texas Railroad Commission from enforcing new rules that would punish cities for fighting rate hikes proposed by natural gas utilities. Limiting discovery is part of the rule, but the most insidious aspect is that it singles out communities that care enough to fight rate hikes on behalf of local businesses and residents.
