AUSTIN — The Railroad Commission of Texas is taking public comments on proposals to address seismic activity in and around wells in the Barnett Shale, a North Texas natural gas reservoir that is yielding big returns for energy producers.

Immediate responders, though, so far include a paltry six people. Some are the same voices that have been heard over and over during 12 years of debate over the wells, which are blamed by some for an increase in earthquakes in the region
