A long-awaited consultant’s report offered several options but no silver bullet for the threat of electricity shortages for Texas or higher wholesale prices during times of peak demand.

If the consultants are right, higher wholesale prices being contemplated by state officials wouldn’t necessarily prevent, on average, one rolling blackout systemwide per year. But they noted that the inconvenience to customers would probably be less than they experience from local outages.
