Texas EPA Czar Al Armendariz, a professor at SMU in Dallas, Tx. has persuaded the White House to move forward on prepapring to shut down power plants in the Lone Star state that do not meet stricter rules on carbon emissions.

The Houston Chronicle reports that, “the Obama administration is pressing ahead with the first-ever limits on heat-trapping pollution from new power plants. Administration officials told The Associated Press that the long-delayed proposal will be released Tuesday.”
