Clifford Howard is the Fiscal Services Manager for the City of Lewisville and has served the City’s Finance Department in multiple capacities in his over 30 years of service. Clifford’s area of expertise is utility rate studies, utility collection and billing services, as well as banking and investments.
For the past 16 years, Clifford has served on the Dallas Water Utility Cost of Service rate subcommittee. Prior to being elected to the Texas Coalition for Affordable Power Board (TCAP) he served TCAP on their Technology committee. He is an active member of the Government Finance Officers Association, Government Finance Officers Association of Texas, and Government Treasurers’ Organization of Texas.
Clifford is a graduate of Midwestern State University in Wichita Falls and holds a Bachelor’s degree in Accounting.
